Job Description

WHAT YOU’LL BE DOING

  • Work in a fully remote environment and virtually engage with company and team in your daily work.
  • Subject Matter Expert (SME) on entire scope of QI measures, services, customers and quality initiatives under various commercial and governmental payers.
  • Conduct proactive patient outreach initiatives to identify and address quality gaps, engaging with patients to educate them on preventive care measures, schedule necessary screenings or appointments, and facilitate adherence to treatment plans, thereby contributing to improved health outcomes and closing quality gaps.
  • Collect quality data using various methods of data sourcing-EMR, claims, provider outreach.
  • Manage daily work using multiple systems and applications-EMR systems, payer portals, vendor platforms, Guidehealth applications, Microsoft 365 for Excel, Word and PowerPoint and Teams for messaging and meetings.
  • Work with patient lists, gap lists, sourced health data and medical records in your daily work.
  • Leverage all quality related resources to ensure accuracy and completeness of work measure/project instructions, NCQA/HEDIS® specifications, coding documents, quick reference guides.
  • Prioritize daily work to meet various quality reporting deadlines and requirements.
  • Communicate quality performances, barriers and improvement strategies both internally and with customers.

Qualifications

  • Minimum 2 years’ experience in Medicare Advantage Quality data abstraction and patient outreach

JOB SUMMARY: The Manager, Collections & Recoveries is responsible for driving collections and recovery performance across a network of third-party vendors within a master servicer model. This role is accountable for execution and optimization of strategies across early- and late-stage delinquency (1–120+ days past due) and post charge-off recoveries. This individual plays a critical role in delivering portfolio outcomes by translating strategy into action, holding vendors accountable to defined performance targets, and continuously identifying opportunities to improve collections effectiveness, cost efficiency, and borrower experience.  

This is a high-accountability role focused on measurable performance outcomes, operational rigor, and continuous improvement within the collections and recoveries function.

DUTIES AND RESPONSIBILITIES:

Collections Performance Execution  

  • Execute against established collections and recovery strategies to improve key portfolio metrics, including roll rates, cure rates, liquidation rates, and recovery performance   

  • Monitor ongoing performance and proactively identify trends, risks, and opportunities for improvement   

  • Support forecasting and performance tracking for collections and recovery channels   

  • Contribute to the development and refinement of strategies based on observed performance and data insights  

Vendor Oversight & Management  

  • Manage day-to-day performance of third-party subservicers and collection agencies responsible for delinquency management and charged-off recoveries   

  • Hold vendors accountable to clearly defined KPIs, SLAs, and performance expectations   

  • Identify performance gaps and drive timely corrective action plans with vendors   

  • Lead recurring performance reviews and operational meetings with vendors (weekly/monthly/quarterly)   

  • Escalate and help resolve complex operational or borrower issues in partnership with vendors  

Performance Oversight & Improvement  

  • Analyze collections and recovery performance data to understand drivers of borrower delinquencies and recovery trends   

  • Partner with internal analytics teams to translate data into actionable insights and operational improvements   

  • Identify, design, and implement process improvements and new collections tactics to enhance collections outcomes, scalability, and borrower experience  

  • Prepare and deliver regular performance reporting, clearly articulating trends, drivers, and actions being taken  

  • Ensure processes and vendor activities align with internal policies and regulatory requirements by partnering closely with the Legal and Compliance teams  

  • Perform other duties as assigned 


QUALIFICATIONS:
  • Associate’s Degree required; Bachelor’s Degree preferred  

  • Minimum of 5 years of experience in collections, recoveries, or servicing operations, preferably in a consumer lending environment   

  • Demonstrated experience managing third-party vendors or subservicers to deliver business outcomes  

  • Strong analytical skills with demonstrated ability to use data to drive performance improvements   

  • Expertise on collections regulations and compliance requirements (e.g., FDCPA, CFPB guidance)   

  • Strong ownership mentality with focus on measurable outcomes   

  • Strong problem-solving ability with a bias for action and urgency   

  • Demonstrates strong project management rigor and the ability to manage priorities effectively

What We're Looking For
  • Proven experience using LLMs in production (beyond a proof of concept) - you can clearly explain what shipped, what users needed, and how you managed trade-offs
  • Strong end-to-end delivery experience: you’ve taken ML/LLM work into production and owned it beyond launch
  • Solid data science and analysis skills: you’re comfortable working with large datasets, defining metrics, evaluating system performance, and diagnosing failures
  • High proficiency in Python (this is the core language across our data and ML stack)

About This Role:

We’re hiring a Staff Machine Learning Engineer to join our AI team and help shape the next generation of Fullscript’s AI-powered experiences. You’ll work on building innovative AI capabilities that help clinicians provide better services and help patients improve their health.

What you'll do

What you bring to the table

  • 6+ years of experience building and implementing machine learning applications in production, including meaningful experience with LLM-powered agents, conversational experiences, or agent-based workflows
  • A track record of owning complex technical problems end to end and shaping implementation beyond your immediate code contributions
  • Experience designing and deploying AI systems that answer open-ended questions, support follow-up interactions, and operate reliably in production
  • Strong experience with LLM application frameworks and tooling, such as LangChain, LangGraph, or similar orchestration and RAG frameworks
  • Familiarity with evaluation and monitoring frameworks for LLM outputs, conversational quality, and system reliability
  • Knowledge of MCP, agent orchestration patterns, or related approaches for building multi-step AI systems

About the Role

As a Capture Analyst, you’ll support the operational backbone of Altarum’s capture efforts across multiple divisions. You’ll help coordinate workflows, conduct market and competitive research, maintain capture documentation and CRM data, support pipeline visibility, and keep teams organized throughout the opportunity lifecycle.

This role is focused primarily on the pre-RFP stage, the work that happens before a request for proposals is released and before proposal writing begins. You’ll help teams better understand upcoming opportunities, prepare earlier, track key actions, and make more informed pursuit decisions.

This is not a traditional sales role or capture ownership role. Instead, it is a high-impact coordination, intelligence, and enablement position for someone energized by research, organization, process improvement, and mission-driven growth.


What You'll Do
  • Support active capture efforts through coordination, tracking, documentation, and follow-through across multiple workstreams and stakeholders.
  • Conduct market, agency, and competitive intelligence research to support opportunity identification, qualification, strategic positioning, and advance preparation.
  • Partner with Proposal and Opportunity Management team members to support early review and pre-qualification of future or forecasted opportunities.
  • Maintain pipeline and capture documentation, workflows, and opportunity data within CRM platforms; experience with Zoho CRM is a plus.
  • Help facilitate capture review meetings, gate reviews, action tracking, and opportunity prioritization discussions.
  • Build and maintain capture tools, templates, job aids, and process documentation to improve consistency and adoption across teams.
  • Support growth reporting and pipeline health tracking, including KPIs, forecasts, and other visibility tools.
  • Use AI-enabled tools and research platforms to support market analysis, agency research, opportunity forecasts, and capture preparation.
  • Partner with division leaders, capture teams, and proposal colleagues to improve operational discipline, visibility, and execution across pursuits.


What We're Looking For
We’re looking for someone who is organized, curious, collaborative, and comfortable helping teams move complex opportunities forward. This role is a strong fit for someone who has supported capture, business development, proposal, or pursuit activities and enjoys the operational side of growth: research, coordination, CRM hygiene, action tracking, and process improvement. 
 
You may be a strong fit if you have:
  • 3+ years of experience supporting capture, business development, proposal operations, growth operations, market research, or related functions.
  • Exposure to federal and/or state government contracting environments.
  • Experience working in public health, Health & Human Services, healthcare, or adjacent mission-focused sectors
  • Bachelor’s degree in Business, Public Health, Healthcare Administration, Communications, or a related field, or an equivalent combination of education and experience.
  • Strong organizational skills and the ability to manage multiple priorities and workstreams at the same time.
  • The ability to coordinate across cross-functional teams and drive follow-through without direct authority.
  • Strong written and verbal communication skills, with the ability to synthesize and organize information clearly.
  • Experience conducting market research, opportunity analysis, competitive intelligence, business development support, or pipeline support.
  • Strong attention to detail and an execution-oriented mindset.
  • Experience working with CRM systems and maintaining accurate, actionable opportunity data.
  • Practical experience using AI tools such as Copilot, Claude, ChatGPT, pWin.ai, or similar tools to support research, analysis, or workflow efficiency.

  • Familiarity with market intelligence and procurement research sources such as USASpending, SAM.gov, agency forecasts, GovWin, HigherGov, LinkedIn, or similar tools.
  • Experience supporting pre-RFP capture activities, opportunity qualification, gate reviews, pipeline reviews, or pursuit planning.
  • Experience helping prepare opportunity briefs, competitor summaries, agency profiles, budget research, or capture support materials.
  • Ability to translate research and market insights into practical recommendations for capture, proposal, or business development teams.
  • Experience with Zoho CRM or similar CRM platforms.
  • Comfort improving tools, templates, job aids, trackers, or process documentation.

  • Remote with occasional in-person collaboration days
  • If you’re near one of our offices (Arlington, VA; Silver Spring, MD; or Novi, MI), you’ll join us in person one day every other month (6 times per year) for a fun, purpose-driven Collaboration Day. These days are filled with creative energy, meaningful connection, and team brainstorming!
  • Non-local employees will join these days virtually and may be asked to join us occasionally in-person.

At Altarum, we carefully consider a wide range of compensation factors and rely on market indicators to get it right. Individual compensation packages are based on numerous factors unique to each candidate, including skill set, experience, qualifications, and other job-related reasons. This salary range is not a guarantee of compensation, as the final offer amount will vary based on these factors.
